Surface Transportation Block Grant Program (STBG)


The federal Surface Transportation Block Grant (STBG) Program promotes flexibility in State and local transportation decisions and provides flexible funding to best address State and local transportation needs. The intent is to preserve and improve the conditions and performance on any federal-aid highway, bridge, public road, pedestrian and bicycle infrastructure, planning, recreational trails, construction of ferry boats and terminals, and transit capital projects.

Upon receiving the application, KYOVA will determine if they meet the eligibility requirements. If the project is eligible they will then be reviewed to determine if they align with KYOVA’s regional goals, priorities, and if they support KYOVA’s Performance Targets. At this time, the project will also be evaluated for CRP eligibility [Click Here]. After the review process, eligible projects are prioritized and presented to the KYOVA Policy Board for consideration and approval.

To facilitate a streamlined process, KYOVA uses a web-based on-line application. There are two (2) applications for the STBG Program. The first is for Planning Studies and Design (non-construction projects) and the second is for Construction and Transit Projects.

NOTE: At this time KYOVA will not be accepting applications for the urbanized portion of Lawrence County, Ohio as all funds have been committed through FY 2025.
